

It pushes the timeline forward/back by the set division so you can enter the next note(s) where you wish. Try the Forward/Rewind by division commands you just set. This is not always where you want it to be, especially if you want gaps or rests between the notes. Now depending on the current division setting, the timeline moves to the next division value.
